La intención de impedir que Donald Trump llegue de nuevo a la presidencia de las Estados Unidos por parte del Partido Demócrata y los anti Trump del Partido Republicano y de otras instituciones norteamericanas como los departamentos de justicia y de inteligencia, es tan fuerte que hace muy probable que se cumpla ese propósito.

Si esto sucede el peligro se acrecienta porque el Partido Republicano no tiene otro candidato como opción que pueda vencer al candidato demócrata. Con la salida de Donald Trump del proceso electoral se elimina el precedente de los casi 75 millones de votos que sacó en las elecciones del 2020, por lo que no habrá necesidad de utilizar tan alto número de boletas y las máquinas de votación no serán forzadas a procesar un volumen tan alto de boletas, que pudieran ser mejor monitoreadas en las elecciones del 2024.

Todo indica que las condiciones preexistentes para el fraude electoral siguen presentes. Hoy el secretario de Estado de Georgia, Brad Raffensperger, se niega a testificar en el caso de seguridad electoral de Georgia. Brad Raffensperger, que es un acérrimo anti-Trump, dice que tampoco implementará los nuevos parches de seguridad de Dominion que protegerán las elecciones del 2024.

La coalición anti-Trump estuvo impulsando la campaña de Ron DeSantis primero, pero ante sus pésimos resultados, ahora han pasado a potenciar la campaña de Nikki Haley. La idea común de la coalición es tener a cualquier otro candidato que no sea Donald Trump. Los demócratas lo necesitan para poder manipular mejor el proceso electoral y cualquiera de sus candidatos, ya sea Gavin Newsom o Michelle Obama, etc. resultarían ganadores y los candidatos republicanos saben que la única oportunidad de llegar a algo es si Donal Trump está fuera de la carrera presidencial.

En esta oportunidad, de votar por el sueño americano o la pesadilla americana, creo que se impone la pesadilla por capicúa o sea de todas formas.

MIAMI – julio 20, 2009 - La ingobernabilidad democrática es la herramienta de lucha por excelencia para sacar del poder a los gobiernos totalitarios o autoritarios de corte ‘izquierdistoides’. La ingobernabilidad democrática es la versión moderna de la lucha cívica no violenta, que no toma como centro la demanda de derechos civiles, sino la exigencia de bienes y servicios concretos a partir de la insatisfacción generalizada de las prestaciones sociales. Esa insatisfacción social confirma la inoperancia del régimen, que lo convierte en ilegítimo y justifica la creación de un gobierno alternativo.

La izquierda ha manejado muy bien la insatisfacción social como bandera de lucha, denominadola Justicia Social, algo que se atribuye como propia y cuando asume el poder la convierte en su patrimonio o sea que solo ellos pueden ser garantes de beneficios y derechos sociales. Y negligentemente, la oposición al verse sin base social, trata de confrontar el poder político en la cúpula, no desde su base, para recuperar el poder de convocatoria y la capacidad movilizativa de los más necesitados.

La estrategia debe ser similar a la de los movimientos sociales de izquierda, algo así como la cura a partir de su propio veneno, pero con otro fin: recuperar la democracia de origen y en ejercicio. Aquí hay que tener mucho cuidado, no subestimar la capacidad operativa de los regímenes totalitarios y quererlos enfrentar con las herramientas típicas de la democracia, porque pueden ser oxígeno para su fuego, pero sí haciendo uso del derecho a la institucionalidad de la sociedad en todo su conjunto y ejerciéndola por derecho propio, sin esperar por la autorización de las fuerzas opresoras en el poder.

No hay experiencia del desmonte de un sistema totalitario bajo esta condición social, donde se haya impuesto la voluntad de los que no quieren vivir como siempre sobre los que quieren seguir viviendo como hasta ahora. Sin embargo, eso no significa la ineficacia del método propuesto, cuando no hay ninguna alternativa viable a la vista.

El caso cubano es un buen referente, aunque no se ha encontrado el método apropiado para salir del totalitarismo, si ha sido un buen teatro de operaciones donde se han ensayado un sinnúmero de estrategias, que ante sus evidentes fracasos, no ameritan repetirse en nuevos escenarios como Venezuela, Bolivia, Nicaragua, Colombia, etc. A pesar de la advertencia, al menos en Venezuela se imitaron los métodos y dieron iguales resultados que en Cuba. Sin embargo, Venezuela ha sido un laboratorio donde escenarios que se creían vitales para un mejor desarrollo de la lucha liberadora como el multipartidismo, elecciones, fronteras terrestres, tenencia de armas, etc. tampoco dieron resultados positivos.

La ingobernabilidad democrática necesita de una voluntad cívica, que debe formar parte de una disciplina espiritual y psicológica de los líderes, para llevarla a cabo. Y de una conciencia nacional, al menos de la dirigencia superior opositora, para evitar que las artimañas del poder puedan hacerlos caer en su propia trampa, como conminarlos a abandonar su escenario natural de lucha haciéndolos emigrar, bajo la premisa de “enemigo que huye puente de plata”.

La Oposición nunca puede ser reactiva, sino proactiva, trazar y adelantar sus propias iniciativas, principalmente las relacionadas con su base social. En este aspecto es muy importante las observaciones que hizo la periodista Hilda Pupo S. del periódico Ahora de Holguín: “Resultar maltratado cuando le prestan un servicio, y no reclamar por pena o porque se cree infructuoso, alimenta, sin quererlo, las actitudes conformistas. Aceptar en silencio una desfachatez, es la mejor manera para acrecentar los tan criticados actos de violación de sus derechos como consumidor, usuario, paciente o simple ciudadano; es renunciar a la posibilidad de protegerlo”.

La indefensión adquirida es parte de los mecanismos sistémicos de los regímenes totalitarios, que se estabilice como una cultura, incluso para los derechos básicos, entonces qué decir frente a derechos civiles y políticos, que conllevan más riesgos y son menos atractivos para la población común.

La importancia de la ingobernabilidad democrática no es solamente el reclamo generalizado de los bienes y servicios ante un gobierno que es responsable de todo, sino que tiene como objetivo también neutralizar la represión, darle una base moral a la lucha política y motivar a las masas para su incorporación a la misma. La masividad impide la responsabilidad directa de líderes que podrían ser encausados y sometidos a medidas ejemplarizantes, que puede incluir hasta la pena de muerte. Esto es parte de la estrategia de un ex preso político y líder de la oposición santiaguera, que siempre llamaba a saturar la represión, como estrategia de lucha.

La ingobernabilidad democrática, aunque es un fenómeno de masas, debe ser orientado, canalizado y liderado por la oposición política y la sociedad civil. Quiénes a su vez deben definir muy bien y dejar bien claro el papel y la diferencia entre movimientos políticos y organizaciones de la sociedad civil, para no interferir en los objetivos y propósitos de cada una de ellas y desvirtuarse de su verdadero papel ante la sociedad.

Los líderes de la oposición política y de la sociedad civil son los primeros que deben interiorizar el alcance y estrategia de la ingobernabilidad democrática, que con la implementación masiva de sus métodos alcanzarán el propósito de la unidad en la lucha, sin buscar esa unidad monolítica que muchos se proponen y que se hace imposible de lograr. No obstante, la efectividad de la ingobernabilidad democrática depende de la capacidad de los líderes de preparar y capacitar a sus activistas en este método de lucha, que a su vez serán los encargados de ponerlos en práctica y servir como detonantes en las demandas sociales.

Los integrantes de la oposición militante, son los primeros que deben asumir una conducta de ingobernabilidad y ponerla en práctica permanentemente. Eso significa, no deponer la asistencia a ninguna actividad programada, por causa de una citación de los órganos represivos; no permanecer voluntariamente en sus casas bajo asedio policial o de los agentes de inteligencia; no permanecer en los puntos de citaciones después de la hora fijada sin la atención del funcionario previsto; no aceptar métodos de tortura física y psicológica, como permanecer pasiblemente en las oficinas de interrogatorios por tiempo indefinido con la climatización a niveles humanamente insoportables. No aceptar –nunca– como bueno el trato dispensado durante detenciones largas o cortas; no pagar multas por implicaciones políticas y estar preparados para la confrontación política con sus represores y la aceptación voluntaria y consciente del sufrimiento que impone la lucha, para enfrentar el miedo que nos impone el enemigo como tortura psicológica.

La oposición tiene que preparar seminarios para impartir los métodos de la Ingobernabilidad Democrática y las organizaciones entrenar a sus activistas en la implementación de la misma. Los activistas deben aprovechar todo escenario propicio para resaltar la inconformidad social, desde una reunión de barrio hasta una manifestación espontánea de ciudadanos. Siempre haciendo alusión a su representatividad social como miembro de una organización de la oposición política o de la genuina sociedad civil.

Las condiciones objetivas y subjetivas para implementar este método de lucha están dadas. La población ha dado muestra de su descontento popular, con sus planteamientos y quejas, por las pésimas condiciones que viven, efectuándose hasta un sinnúmero de protestas en todo el país.

La oposición política para lograr sus objetivos de vinculación con las masas tiene varias premisas que cumplir:

a) Convertirse en una oposición real y técnicamente definida bajo los principios y métodos establecidos bajo los cánones internacionalmente reconocidos

b) Identificar los principales reclamos de la sociedad y salir en su representación para demandarlos, no para solucionarlos

c) Asumir los riesgos y sacrificios de la lucha interna en el país. No se puede predicar la moral de la lucha, con el propósito marcado de abandonar el país, muchos lo han hecho ya con una visa en el bolsillo

d) Estructurar mecanismos de representatividad y elegibilidad política que pongan a la oposición en capacidad de formar gobierno.

La Ingobernabilidad Democrática no tiene como premisa convertir a los individuos en patriotas, sino crear los mecanismos que les permita comportarse patrióticamente y para ello, hay que contrarrestar los elementos negativos en la sociedad, como el escapismo, abandonar el país como única alternativa viable para lograr resultados deseados a corto plazo. Solo permaneciendo en el país se puede incidir en esa gran mayoría de la población que está obligada a quedarse en la Isla, a pesar del inmovilismo generalizado, albergando la esperanza de algún día abandonar el país. Los que permanecen en el país son los que más pueden incidir en la implementar la ingobernabilidad democrática, si algún día quieren disfrutar de su propia libertad, no de una libertad ajena y prestada por demás.

Hay que asumir como cierto los riesgos que representa mantener una actitud de ingobernabilidad, que infiere la posibilidad real de ir a la cárcel. Pero la ingobernabilidad es un cambio de mentalidad que conlleva en sí misma un cambio de actitud. Esa actitud es una manera diferente de enfrentar las imposiciones del poder, por lo que la cárcel es parte de la estrategia, que incluso puede llegar a provocarse para saturar la represión y desmontar uno de los instrumentos represivos más efectivos de los regímenes totalitarios, el miedo.

La prisión, para quebrar la represión, como método represivo tiene que verse como un propósito de lucha. En un término muy cubano, como una tarea y que los que vayan a cumplir esa misión reciban una atención esmerada por parte de sus compañeros, primero para con su familia, desde el mismo instante de la detención, y luego con los encarcelados.

El apoyo tiene que ser moral, material y logístico, pero algo preconcebido para que los luchadores políticos y sociales enfrenten los arrestos y encarcelamientos seguros de que sus seres queridos bajo su responsabilidad estarán amparados por sus compañeros de lucha. Sólo así se podrá elevar la moral de nuestros activistas, que podrán asumir las detenciones y encarcelamientos como parte de esta nueva estrategia de lucha.

La participación masiva en la ingobernabilidad democrática será el mejor antídoto contra la represión, hay que llevar el régimen a la represión masiva para poderla saturar. En este sentido, hay que desplegar todo un movimiento cívico contra la pena de muerte, expresión máxima de la represión del régimen, pero que entra en franca contradicción de los movimientos sociales izquierdistas, ya que el enfrentamiento a la pena de muerte es uno de los componentes fundamentales del antiamericanismo mundial.

Si la ingobernabilidad democrática contempla un cambio radical en la mentalidad, también requiere de un cambio radical en las acciones para conformar nuevas estructuras de un liderazgo con reconocimiento nacional e internacional, compuesto por personas preparadas con capacidad de formar un gobierno que sustituya el régimen que se necesita reemplazar.

Las organizaciones políticas que decidan implementar las iniciativas de la ingobernabilidad democrática tienen que basarse en su norma metodológica y capacitar de forma masiva a los activistas políticos y sociales en esta nueva forma de oposición, que va a requerir de un nuevo componente humano, con motivaciones e intereses diferentes.

La oposición política tiene que legitimarse socialmente, creando mecanismos de vinculación con las masas. La creación de estructuras locales que canalicen las inquietudes sociales y demanden al gobierno por el incumplimiento de sus obligaciones con los ciudadanos puede ser un buen catalizador movilizativo.

Los pueblos no pueden arrastrarse a la lucha, hay que crear mecanismos que los entusiasmen a participar en ella. Los líderes sociales son el embrión de los futuros servidores públicos como funcionarios electos, por lo que son los encargados de motivar la lucha interna, a partir de las carencias sociales.

Un nuevo enfoque en la estrategia de lucha conlleva pasar de la acción reactiva a la acción proactiva. Hay que enfrentar a los represores en su “propia madriguera” antes de que vengan a implementar sus planes de intimidación y siempre resaltar nuestro emplazamiento, nuestros argumentos hacerlos públicos, nunca hacer énfasis en las palabras y amenazas del represor. Hay que pasar del miedo creíble, muy bueno para la emigración, al valor posible que si es válido para la liberación.

El régimen y sus leyes no están preparados para el enfrentamiento cívico, algo que también debe lograr la oposición. Por lo que antes de presentar una denuncia en las redes sociales de la Internet, debe presentarse esa denuncia en cualquier institución del régimen. Eso permite cumplir con los preceptos de las Naciones Unidas y limita la represalia legal del régimen. A la vez que desmoraliza su supuesta justicia social y sirve de empoderamiento a la lucha ciudadana.

El uso de la tecnología de la Internet y sus redes sociales facilita darle rostro a los nuevos líderes, promoviendo sus proyectos políticos y sociales, sus actividades y documentar las denuncias sociales como los problemas de viviendas, viales, agua potable, electricidad, transporte, salud pública, medicamentos, alimentos en general, etc.

La ingobernabilidad democrática incluye el ejercicio de todas las libertades: la política, la económica y todas las demás. Por tanto, debe insistirse que las personas tienen el derecho que les asiste a disfrutar de todos los derechos universalmente reconocidos sin la anuencia de ningún régimen de turno.

La libertad política, que es la madre de las libertades, no cuenta con una gran visualización por lo que es preciso potenciar la defensa de la libertad económica que tiene mayor repercusión. Por eso el mercado negro ha sido la expresión máxima de desobediencia de la población cubana como un acto de reivindicación social ante la falta de la libertad económica.

Una de las premisas de la iniciativa de la ingobenabilidad democrática es el derecho natural del pueblo a ejercer libremente sus actividades económicas y políticas que le asisten como ciudadanos libres, desconociendo las imposiciones que ahora les impone el régimen. Muchas de ellas no aparecen bajo prohibiciones o regulaciones jurídicas, hay que educar a la población y representarla en la defensa de su libertad de ejercer todo lo que no debe estar prohibido, o bajo prohibiciones ilógicas e irracionales.

La iniciativa de la ingobernabilidad democrática necesita materializarse a partir de estructuras políticas que representen la población a partir de las demandas sociales, desde lo individual hasta lo colectivo. Las demandas sociales son los pilares de los fundamentos políticos, no se puede ver una cosa separada de la otra. La representación política se adquiere liderando las aspiraciones sociales de la población. Por tanto, las demandas sociales tienen que ser proclamas ciudadanas exigiendo el reemplazo de los incompetentes representantes de un sistema fallido. Para ello, se necesita el levantamiento social de cada municipio como prueba fehaciente de un poder inoperante.

Los líderes sociales serán los que recogerán las inquietudes o quejas de los individuos, principalmente aquellas que el gobierno ha rechazado o dejado en un limbo de solución. Las personas afectadas o víctimas de la negligencia estatal deben conocer que su caso está siendo atendido por representantes de oposición, para lograr el reconocimiento de la población y que ésta pueda identificar quiénes son sus verdaderos líderes sociales.

Los reclamos sociales, no necesariamente tienen que ser manifestaciones populares, tal vez puedan aparecer espontáneamente en etapas subsiguientes, cuando las masas adquieran una mayor responsabilidad en la toma de decisiones. Sin embargo, la ingobernabilidad democrática, contempla el método de la demandas sociales directas, que hacen más efecto, más civilizadas, participan entes pensantes y ponen en menos riesgos a la población, que casi siempre queda como víctima del exceso y abuso de las fuerzas represivas.

El ejercicio del poder, la vinculación con las masas, el conocimiento de la realidad de cada sector y un liderazgo bien ganado, hace de los líderes de la oposición una cantera para un futuro gobierno democrático en Cuba. Por esta razón es contraproducente que los principales líderes de Oposición estén en trámites de salida del país, o que esa sea su prioridad. Eso los descalifica moralmente ante la población, porque no hay convocatoria posible ni una convicción política que venza el miedo, cuando la intención es abandonar el país. No necesita un pueblo de exiliados, sino todo un pueblo reclamando justicia y libertad.

La iniciativa de la ingobernabilidad democrática contempla una redefinición de la oposición interna, que va desde el comportamiento ante las fuerzas represivas hasta una imagen de liderazgo y representatividad, que incluye desde el uso de modales correctos, porte y aspecto y postura de una oposición profesional. Nuestros líderes deben despuntar como futuros cuadros de un gobierno democrático, pero deben comenzar desde ya. Tenemos que crear las personas con condiciones de ser elegibles y los mecanismos de elegir, hoy la oposición no está en capacidad de elegir un liderazgo nacional que sustituya o reemplace al régimen en el poder.

La ingobernabilidad democrática es una responsabilidad de todos, y debe ser una actitud permanente y una obligación de los que han llegado por conciencia a formar parte de la oposición. Tiene que ser una actitud ejemplarizante ante la población que pretendemos representar. Los promotores de la iniciativa a cualquier nivel deben buscar el apoyo de los líderes de la oposición y de la sociedad civil de su radio de acción para hacer de la iniciativa parte de la unidad de acción que tanto se necesita.

Uno de los propósitos más importantes de la ingobernabilidad democratíca es la masificación y diversificación de la lucha en busca de la represión saturada. No podemos tener hombres montañas, hombres orquestas, que sean objetivos ejemplarizantes del régimen y potenciales candidatos a la manipulación. La lucha tiene que estar presente en los campos y las ciudades. Los lugares de silencio tienen que adquirir su propia voz, no puede haber un municipio sin representación de la oposición. Eso hace imposible controlar el trabajo de la ingobernabilidad democrática que hará presente en cada lugar del país. Y lo fundamental, no existe el marco legal para reprimir a quien demanda lo que por moral se le debe dar. La causa inventada aquí no tiene cabida, no hay cárcel para tanta gente.

Sin embargo, la estrategia del régimen no cambia: las amenazas, que algunas veces se cumplen y otras veces se asumen como reales y con ello se logra la auto represión. Esas intimidaciones, que provienen de ejecuciones reales como precedente, hacen mucho daño. Por eso, con la ingobernabilidad democrática se pueden superar esos temores. Las citaciones, los interrogatorios, las detenciones y la prisión misma, deben convertirse en una herramienta de la ingobernabilidad democrática.

Algunas recomendaciones prácticas sobre la ingobernabilidad democrática:

En las citaciones deben tomarse todas las medidas, desde el apoyo a la familia del citado hasta su acompañamiento a la cita. Las citas tienen que cumplirse con el horario señalado, de lo contrario abandonar el lugar de inmediato, hay que hacerse ingobernable.

Los interrogatorios deben convertirse en un acto de demanda políticas y sociales, arrebatarle el protagonismo al interrogador y hacerlo responsable por la situación del país. Obviar sus amenazas y preguntas, nada de eso cambiará el final destino del interrogado, ya que el interrogador no tiene poder de decisión alguna.

Las detenciones, pasan por una preparación psicológica: desde la entrada por un túnel a oscuras hasta la espera de un Instructor que nunca llega de inmediato, por lo que te ubican en un curto cerrado con una climatización excesiva. Ante esta situación debe hacerse el intento por apagar el equipo de aire acondicionado o abandonar el recinto, ante esta actitud, de inmediato se toma carta en el asunto.

Las prisiones son una buena tribuna para la ingobernabilidad democrática, pero hay que eliminar el mito del autoaislamiento, debe utilizarse cada acto dentro de los destacamentos en las prisiones para alzar la voz en defensa de todos los presos, principalmente por los presos económicos y sociales y por los abusos que se cometen contra los presos comunes, aquí también hay que hacerse ingobernable. La prisión tiene que asumirse como una misión, no como un castigo, así la asimilan mejor los presos comunes, incluso aquellas personas que son llevadas a misiones internacionalistas, dejándolo todo atrás, asumiendo riesgos y sacrificios, sin la razón moral de una causa que les asiste lo hacen con una voluntad consciente.

Conclusión:

La ingobernabilidad democrática no es ocultar lo que hacemos, sino desobedecer lo que se nos impone. La importancia de esta iniciativa es que, aunque el enemigo conozca la estrategia, no tiene la capacidad de neutralizarla, porque parte de su propia naturaleza. La ingobernabilidad democrática tiene la fuerza de la lluvia, que, aunque la veamos venir, no se puede evitar.

Entonces, como dijera nuestro Apóstol José Martí: “Es la hora de los hornos, y no ha de verse más que la luz”

Por tanto, la iniciativa de la ingobernabilidad democrática requiere de un Manual ajustado a la realidad cubana, para su implementación y puesto en práctica por toda la oposición como su principal herramienta de lucha pro democrática.

Atendiendo a la deprimente situación económica, la errática dirección de los destinos de la nación, la falta de libertades y la violación sistemática de los derechos humanos, urge la existencia de una oposición con cualidades para gobernar, con capacidad de remplazo al régimen cubano actual. Una oposición con liderazgo indiscutible, con legitimidad de origen, compromiso a la nación para reorientar la economía del país a niveles de desarrollo y colocar al ciudadano en primer lugar.

El reto inmediato a de transitar por un camino intrincado y cuesta arriba, pues no sólo se trata del remplazo político e ideológico del sistema y sus representantes, responsables del creciente descontento e insatisfacción popular, sino de crear unas estructuras políticas desde la base con legitimidad de origen que garantice su reconocimiento popular.

Esas estrcuturas deben estar compuestas por personas con capacidad de formar un gobierno que haga funcionar una economía totalmente desarticulada, garantizar los servicios públicos mínimos necesarios, la seguridad nacional y ciudadana bajo una premisa de ley y orden y garantizar las instituciones que viabilicen en tránsito a la consolidación de una sociedad democrática.

Sin embargo, hay que estar consciente que no soló el régimen cubano está interesado en mantenerse en el poder, sino que ese régimen responde a los intereses geopolíticos internacionales de grandes potencias como Rusia y China y otros grupos anti occidentales, además de la izquierda internacional.

El Centro de Estudio para la Democracia Proactiva se trazó como objetivo: llegar a los principales actores de la sociedad dispuestos y enfocados en lograr el cambio desde los reales y diversos intereses de los cubanos, convertidas en protestas entre retos y debilidades existentes.

Como puntos de partida tomamos las experiencias que nos dejaron los acontecimientos del 11 de julio del 2021, conocido como el “11J” y los intentos de ejercer el derecho a la manifestación pacífica por los miembros de la plataforma “Archipiélago” el 27 de noviembre. Nos referimos a estos dos eventos por ser a nuestra consideración los de mayor resonancia nacional e internacional en los últimos tiempos y donde quedaron al descubierto las grietas internas de la oposición y la nula capacidad de aprovechar un estallido social de tal magnitud, en el durante y el después de los hechos.

Estas y otras insuficiencias le permitieron a la sorprendida Seguridad del Estado y al régimen en particular, movilizarse, organizarse y poner en marcha su plan de contención desde la violencia física de los militares hasta el ejercicio desmedido del poder institucional por la “Fiscalía General de la Republica” con visible carácter de intimidación y escarmiento arrojando múltiples interrogantes.

¿Qué nos faltó el 11J?

1. Conexión con la población.

2. Representatividad.

3. Objetivos definidos

4. Plan A, B, C y D.

5. Protagonismo.

¿Qué persiste todavía?

1. Las mismas y otras necesidades.

2. Represión gubernamental.

3. Falta de libertades políticas

¿Qué se ha incrementado?

1. Necesidades.

2. Éxodo, descapitalización.

3. Desesperanza.

4. Aumento de prisioneros por motivos políticos.

¿Que necesitamos desde adentro?

• Una oposición con vocación de servidor público.

• Líderes sociales coordinando, exigiendo y representando las inquietudes sociales.

• Tener identificados los líderes de la falsa oposición y su plan estratégico a implementar. 

• Canalización del descontento popular, mediante acciones concretas que puedan ser identificadas por la población.

• Saturar la gestión de los funcionarios actuales y exigir su renuncia.

• Emplazamiento frontal y exigencias de resultados a partir de la responsabilidad estatal de resolverlas.

• Propuestas viables y compromiso a la ciudadanía de acompañamiento en sus demandas sociales y la presentación de un Manifiesto sobre aspiraciones políticas, económicas y sociales del pueblo cubano.

• Mejor uso de las redes sociales y de la telefonía móvil en función de la oposición.

• Trabajo sistemático hasta alcanzar el estado de ingobernabilidad democrática 24/7. Esto consiste en la concientización del concepto y luego la puesta en práctica de todos sus postulados.

Identificadas estas debilidades, qué proponernos:

• Revisar nuestras estrategias y poner en práctica todas las que sean viables en estos momentos, como la recomposición social de la oposición, entre otras.

• Analizar las causas y factores que impiden obtener los resultados deseados.

• Rescate de opositores, personas descontentas con el sistema.

• Entrenamiento y estudios dirigidos a fortalecer el accionar dentro de la Isla.

• Levantamiento por parte de la oposición en los territorios con datos confiables de la situación económica, política y social que permitan sostener los reclamos.

• Identificación y visibilización de los presos políticos en todo el territorio nacional.

The electoral process in the United States is in limbo, since to date there is no certainty who will be the candidates who will finally go to the 2024 presidential elections.

El proceso electoral de los Estados Unidos se encuentra en un limbo, ya que hasta la fecha no hay seguridad de quiénes serán los candidatos que irán finalmente a las elecciones presidenciales del 2024.

El presidente Joe Biden hace unos días señaló que su candidatura a un nuevo período de mandato como presidente se debe a la postulación de Donald Trump, de lo contrario no se hubiera postulado. Y realmente tiene razón, la causa de que Biden aún se encuentre como candidato se debe a que no se ha podido descartar la participación de Trump en la carrera presidencial y además, que se mantiene puntero en las encuestas.

También hay que tener en cuenta que los resultados de las elecciones del 2020 marcaron un precedente, que no es fácil de resolver en estos momentos. En las elecciones del 2020 Joe Biden obtuvo oficialmente más de 81 millones de votos, mientras Donald Trump alcanzó casi unos 75 millones de votos. En estos momentos esas cifras son difíciles de igualar y tampoco es posible manejar esa cantidad de boletas. El registro electoral creció en 327 586 nuevos votantes para el 2020 con relación a 2016, mientras el número de votantes reales aumentó en 21 156 062 millones.

El país no tenía previsto 26 058 300 millones de boletas más que las utilizadas en las elecciones del 2008, que ha sido una de las más altas votaciones en los Estados Unidos. Eso obligó al manejo no muy claro de las boletas, que se facilitó con las circunstancias del COVID-19, situación que no parece tenerse para estas nuevas elecciones.

A pesar de lo antes expuesto, las condiciones actuales del presidente Joe Biden está descartado que vaya a presentarse como candidato en laspróximas elecciones. Sin embargo, eso pone a Donald Trump en unasituación difícil, ya que tampoco se le va a permitir ser el candidato por el Partido Republicano.

Ladescalificación de Donald Trump, mediante su inhabilitación por medio del sistema judicial, conllevó a abrirle múltiples casos legales. Indistintamente cada uno de los casos ha ido teniendo más y menos relevancia, de acuerdo al desarrollo de los acontecimientos. En este momento el de más posibilidades de éxito es el relacionado conel asalto al Capitolio el 6 de enero del 2021 y aunque han salido ciertas evidencias que demuestran que fue un montaje de falsa bandera, no impedirá que se utilice para enjuiciar a Donald Trump.

La movida de los candidatos republicanos, esperando posesionarse de un segundo lugar, indica que están a la caza de una caída de Donald Trump por cualquier vía que se produzca y los demócratas están potenciando al Gobernador de California, Gavin Christopher Newsom.

Guía de trabajo para la conformación social de la oposición cubana en la comunidad. 

La oposición tiene que ser un sentimiento de oposición al régimen. Si partimos de ese principio, todo el que no está de acuerdo con el régimen cubano está del lado correcto de la historia, que es nuestro lado y tenemos que desmarcar nuestro territorio. Por tanto, no se puede ver la oposición como algo tangible, como las estructuras organizacionales, sino como la política que rija a la ciudadanía dentro de un comportamiento democrático.

En este contexto, teniendo en cuenta el comportamiento práctico del régimen durante décadas, empezando con los fusilamientos, las confiscaciones de las propiedades, la persecución política y los encarcelamientos, el sometimiento al sufrimiento extremo por falta alimentos, medicamentos, servicios básicos como el agua, la electricidad, el transporte, etc.

Ante todas estas atrocidades el que albergue un sentimiento contra el régimen debe ser reconocido socialmente como una persona honorable. Sin embargo, la sociedad fue hábilmente manipulada por el régimen para crear un sentimiento adverso contra todo el que se le opusiera y los llenaban de calificativos negativos y peyorativos como el socorrido: “contrarrevolucionario”. 

Nos toca reconstruir el tejido social y revertir ese sentimiento de odio que nos impusieron, ahora contra el régimen, que fue quien no los impuso y lograr para nosotros, los iguales, ese sentimiento de solidaridad humana que nos hace falta para liberarnos de todo el daño espiritual, emocional y psicológico que tanto nos afecta. Al extremo, que nos aislamos y abandonamos a nuestros hermanos de lucha que caen en desgracia por la represión del régimen. 

Nos vamos del país y nos olvidamos de los que dejamos atrás y cuando regresamos nos comportamos muchas veces como desconocidos ante nuestros propios hermanos de lucha. Incluso, en un mismo pueblo, los opositores, disidentes y descontentos con el régimen, ni siquiera se conocen entre sí. 

Por todas las razones antes expuestas elaboramos esta Guía Metodológica para definir una línea de acción y comportamiento que determine una actitud opositora humanamente consecuente, confiable y pueda aportar los mejores ciudadanos para que guíen el futuro de nuestro país. En este momento no contamos con el personal identificado y aceptado por su comunidad para reemplazar a los representantes del régimen actual. 

 GuíaMetodológica:

1-.Todo el que experimente ese sentimiento en contra del régimen que empiece a llevarle la buena nueva a todos los demás. Así como convertirse en el pastor político de su alrededor y comunidad, para ello, necesita agenciarse del valor cívico y depurar todos los prejuicios existentes, de ver la represión en todo y pensar que por todo será encarcelado, lo que conlleva a la autorepresión y autocontrol, sin necesidad de la acción del régimen.

2-. El proceso de reivindicación moral de la oposición pasa por creer que todos somos confiables hasta que no se demuestre lo contrario. En esta iniciativa todo participante debe abstenerse de prejuiciarse con sus prójimos, incluso a pesar de algunas evidencias. El régimen nos ha hecho víctima del síndrome de la desconfianza adquirida. Por tanto, tenemos que crear nuestro propio antídoto contra la desconfianza y la descalificación. 

3-. Todas las personas, incluso partidarias del régimen son de nuestro interés como depositarias de nuestro mensaje. Incluso, aquellos integrantes de la falsa oposición creada por el régimen u opositores que por varias razones se convierten o son colaboradores del régimen también pueden ser objetivo de nuestro trabajo. De nosotros depende cómo utilizarlos a nuestro favor y convertirlos en opositores útiles contra el régimen.

4-. El prejuicio y la descalificación moral de la oposición de forma general y sistemática, ya sea como estrategia del régimen o por la irresponsabilidad de muchos miembros de la oposición, que también se suman a esa campaña de difamación, deja a la población en una disyuntiva: o sigue con esta dirigencia corrupta del régimen o apuesta por una dirigencia opositora aún más corrupta. Nuestra iniciativa tiene como objetivo cambiar la percepción que se tiene de la oposición de forma general.

5-.La falta de reconocimiento de la oposición por parte de la población, se debe entre otras cosas, a la falta de vinculación social con las masas. La oposición cubana no tiene líderes sociales, enfrentando al régimen a partir de las demandas sociales. Los opositores se aíslan políticamente de la comunidad y con el surgimiento de las redes sociales de la Internet, prefieren mantener la comunicación y relaciones con el exterior. Hay que aprovechar las circunstancias del país y mantener un discurso público, que la población vea nuestro liderazgo y que somos la voz de los que ellos quisieran expresar.

6-.La represión ha sido el control político del régimen, mediante la persecución y el acoso contra los que denominan desafectos, sin reconocer las causas del descontento popular. Por tanto, ante las circunstancias actuales se tiene que invertir la pirámide de la persecución y el acoso. Ahora hay que enfrentar a todo funcionario público, agentes de la inteligencia, instituciones del estado, organizaciones oficialistas, y a todos hay que pedirles cuentas y responsabilizarlos y culparlos de todo lo malo que sucede en el país. 

Por esta razón hay que masificar la oposición, no por afiliación, sino por concepto.

7-.Todo participante en esta iniciativa en Cuba debe hacer pública su ubicación constantemente en las redes sociales y cualquier otra posibilidad que se le presente. Siempre mostrando su interés por el contacto directo, al menos con los que se encuentran en su localidad.

Estas son las premisas de esta primera parte de esta iniciativa para la conformación social de la oposición. Según los resultados, pasaremos a la segunda fase.

¿A quiénes beneficiaba el asalto al Congrso de de los Estados Unidos el 6 de enero del 2021?

En toda investigación criminal lo primero que se tiene en cuenta es el móvil del crímen. Y ese móvil está avalado por los intereses de quiénes se benefician con ese hecho. Entonces, de ahí surge la interrogante, quiénes se beneficiaban con el asalto al Congreso, donde debía certificarse o no las elecciones presidenciales del 2020. Hay que poner en contexto los hechos para llegar a una mejor conclusión. Algo que se está pasando por alto en estos momentos y los medios están dando la narrativa que a la casta de poder le interesa o conviene. Hay que aclarar que la casta de poder en los Estados Unidos está formada por personas de los diferentes partidos políticos, más la cúpula de todas las instituciones importantes, tanto de inteligencia como judiciales.
